# Governance Philosophy

Governance exists to strengthen discipline, not to create populism.

#### Governance Can Influence

* Listing standards policy updates
* Transparency commitments (Trust Hub cadence and module scope)
* Community program parameters (within compliance limits)

#### Governance Does Not Control

* Custody key management
* Real-time incident response
* Security operations
* Compliance exceptions

#### Change Discipline

Policies have effective dates. Material changes have changelog entries. Silent changes are prohibited.
